496 of our neighbors have no bed tonight. We can afford one.

Open a place for every person outside, 571 a night and never fewer than the 496 counted, enforce the laws already on the books, and publish the results every month.

To the Santa Monica City Council, City Attorney Heidi von Tongeln, City Manager Oliver Chi, Supervisor Lindsey Horvath and the LA County Board of Supervisors, District Attorney Nathan Hochman, and our state legislators: Santa Monica police arrest more people than ever, yet the same people return to the same doorways. Cases are diverted and never filed, people are released at $0 bail, court is 12 miles and up to 120 days away, and there are too few beds of every kind. We ask you to restore bedrolls to the camping law and enforce it once a bed is offered; file repeat cases; bring court back to Santa Monica; open a place for every person outside, 571 a night and never fewer than the 496 counted, starting with 480 city shelter, safe sleeping, safe parking and interim beds by June 2028 and 75 county treatment and locked beds by December 2027; send people home only to a verified family member; and publish the results every month. Give every person a bed and enforce the law, so that living on the street in Santa Monica is no longer an option.

  3. Publish the results every month and tie the emergency to a bed count. To Santa Monica City Council, by Bed targets in the December 2026 emergency extension; ordinance adopted by Feb 23, 2027.
  4. End automatic diversion for repeat cases. To Heidi von Tongeln, by Policy published by Jan 15, 2027.
  5. Open a place for every person outside: 571 a night, never fewer than 496. To Oliver Chi, by Plan to council by Feb 23, 2027.

  7. Send people home only to a verified receiver, and report every trip. To Aileen Reynolds, by Written rules by Jan 31, 2027.
  8. Fund locked beds for SB 43 and treatment slots for the Westside. To Lindsey Horvath, by Motion by Jan 31, 2027.
  9. Put Westside interim beds back in the county's Measure A plan. To Sarah Mahin, by Public comment expected to close about Nov 20, 2026, as it did in 2025 [inference].
